
Involves
Selective Coloring/Levels/Color Balance.
Step 1: Prepare your base image; Sharpen/Duplicate and set to screen if dark/blur/ and so on. (I had to duplicate it once and set to screen at 100% opacity but it really depends on your image.)
Step 2: Create a new levels layer:
RGB- input- 0, 1.23, 255 - output- 0, 255
Step 3: Create a new color fill layer (Just a new solid color.), fill with - #e85353 and set to soft light, opacity 23%.
Step 4: Create another new color fill layer (Same as before.), fill with #f8ff8e and set to color burn, opacity 10%.
Step 5: Make a hue/saturation layer with the settings -
Master - 0, 15, 0.
Step 6: Create a Selective Color layer with the settings -
REDS/ -100, 0, +55, -10
YELLOWS/ -55, -20, -50, -100
NEUTRALS/ +33, -10, -22, +10
Step 7: Duplicate the selective color layer with the opacity set to - 10%.
Step 8: Create a new color balance layer with the settings -
MIDTONES/ +58, +30, +26
Step 9: Create a new brightness/contrast layer with the settings -

ALL DONE. Add textures/brushes/text or whatever you want.
